Ownership & Eligibility Rules

• Local Ownership – businesses must be registered with IPA, fully operational, and majority-owned by Indigenous Papua New Guineans, including those from Bougainville.

• Partnerships & Joint Ventures – if foreign nationals or companies are involved, nominees must show IPA proof of ownership confirming that the Papua New Guinean partner holds at least 51% ownership and is actively co-managing the business.

• Refugees, Residents & Naturalized Citizens – businesses owned by refugees, permissible residents, or naturalized citizens must be registered with IPA, fully operational in PNG, and owners must provide valid ID proving their legal status.
